Kebijakan tersebut dinilai dapat memberikan dampak yang lebih luas dibandingkan subsidi kendaraan listrik pribadi.<\/p>\n\n\n\n<p>Akademisi Prodi Teknik Sipil Unika Soegijapranata sekaligus Dewan Penasihat Masyarakat Transportasi Indonesia (MTI), Djoko Setijowarno, mengatakan kebijakan transisi energi sektor transportasi saat ini masih menghadapi persoalan ketimpangan prioritas.<\/p>\n\n\n\n<p>Menurut dia, insentif kendaraan pribadi belum menyentuh akar persoalan mobilitas perkotaan, yakni keterbatasan transportasi umum yang aman, nyaman, dan terjangkau.<\/p>\n\n\n\n<p>Pemerintah Kabupaten Bogor berencana memperluas jaringan lanyanan rute bus litstrik hingga tembus Depok dan kawasan Puncak.<\/p>\n\n\n\n<p>\u201cMeskipun pemerintah telah memberikan insentif pengurangan PPN dari 11 persen menjadi 1 persen bagi bus listrik ber-TKDN minimal 40 persen,\u201d ujar Djoko, kepada Kompas.com (13\/9\/2026).<\/p>\n\n\n\n<p>\u201cHarga belinya yang relatif tinggi masih menjadi kendala utama bagi sejumlah pemerintah daerah dalam mengadopsi angkutan umum ramah lingkungan ini,\u201d kata dia.<\/p>\n\n\n\n<p>Di sisi lain, pemerintah kabarnya mengalokasikan anggaran hingga Rp 3 triliun untuk subsidi Rp 3 juta per unit guna mendukung target satu juta sepeda motor listrik.<\/p>\n\n\n\n<p>Djoko menilai anggaran tersebut akan memberikan dampak yang lebih besar jika sebagian dialihkan untuk membangun sistem transportasi umum di berbagai daerah.<\/p>\n\n\n\n<p>Lalu lintas kendaraan di Tol Dalam Kota Jakarta tampak padat pada jam pulang kerja di hari ketiga pemberlakuan pembatasan sosial berskala besar (PSBB) tahap dua, Rabu (16\/9\/2020). Pembatasan kendaraan bermotor melalui skema ganjil genap di berbagai ruas Ibu Kota resmi dicabut selama PSBB tahap dua.<\/p>\n\n\n\n<p>Dampak Sistemik<\/p>\n\n\n\n<p>Menurut Djoko, pemberian insentif bus listrik memiliki dampak sistemik karena satu unit kendaraan dapat digunakan oleh ribuan penumpang setiap hari.<\/p>\n\n\n\n<p>Dengan demikian, subsidi negara tidak hanya membantu operator, tetapi juga masyarakat dari berbagai kelompok pendapatan.\n\nBus listrik juga berpotensi mengurangi kepadatan lalu lintas. Satu bus berkapasitas besar disebut mampu menggantikan sekitar 40-60 sepeda motor di jalan.<\/p>\n\n\n\n<p>Selain mengurangi jumlah kendaraan, peralihan masyarakat dari sepeda motor ke angkutan umum juga dapat berdampak terhadap keselamatan lalu lintas. Djoko mencatat sekitar 75 persen kecelakaan di Indonesia didominasi sepeda motor.<\/p>\n\n\n\n<p>\"Subsidi APBN\/APBD untuk bus listrik dapat dinikmati oleh ribuan orang per unit setiap harinya,\" ujar Djoko.<\/p>\n\n\n\n<p>Dari sisi lingkungan, penggunaan bus listrik juga dinilai lebih efisien karena satu kendaraan melayani banyak penumpang. Pengurangan kendaraan pribadi di jalan sekaligus dapat membantu menekan emisi dan polusi udara perkotaan.<\/p>\n\n\n\n<p>Urgensi dukungan pemerintah semakin terlihat dari cakupan transportasi umum berskema Buy The Service (BTS) yang masih terbatas.<\/p>\n\n\n\n<p>Saat ini baru sekitar 8,3 persen atau 46 dari 552 pemerintah daerah yang mengembangkan sistem transportasi umum dengan skema tersebut. Cakupannya baru mencapai 13 dari 38 provinsi, dengan 19 dari 98 kota dan 16 dari 416 kabupaten.<\/p>\n\n\n\n<p>Program Teman Bus yang dikelola Kementerian Perhubungan melalui skema BTS sebelumnya mendapatkan dukungan APBN. Namun, anggarannya terus mengalami penurunan setelah mencapai puncak pada 2023.<\/p>\n\n\n\n<p>Anggaran BTS tercatat Rp 51,83 miliar pada 2020, kemudian meningkat menjadi Rp 312,25 miliar pada 2021. Nilainya mencapai Rp 552,91 miliar pada 2022 dan Rp 582,98 miliar pada 2023.<\/p>\n\n\n\n<p>Setelah itu, anggaran turun menjadi Rp 437,89 miliar pada 2024, Rp 177,49 miliar pada 2025, dan hanya Rp 82,67 miliar pada 2026.<\/p>\n\n\n\n<p>Djoko menilai pengalaman sejumlah negara menunjukkan elektrifikasi transportasi akan lebih efektif jika angkutan umum ditempatkan sebagai prioritas.<\/p>\n\n\n\n<p>Karena itu, pemerintah dinilai perlu mengarahkan kembali sebagian insentif kendaraan listrik untuk memperkuat armada bus listrik, infrastruktur pengisian daya, serta keberlanjutan operasional angkutan umum di daerah. <\/p>\n\n\n\n<p>Langkah tersebut bukan hanya soal elektrifikasi kendaraan, tetapi juga menyangkut pengurangan kemacetan, keselamatan, kualitas udara, hingga pemerataan akses mobilitas masyarakat.<\/p>\n\n\n\n<p><\/p>","protected":false},"excerpt":{"rendered":"<p>Source: Kompas.com | September 14, 2026 The government is considered to need a re-evaluation of the direction of electric vehicle incentives, particularly to increase support for public transportation. Meanwhile, the government has reportedly allocated a budget of up to IDR 3 trillion for a subsidy of IDR 3 million per unit to support the target of one million electric motorcycles. Djoko believes that this budget would yield a greater impact if a portion of it were diverted to developing public transportation systems in various regions. Traffic on the Jakarta Inner City Toll Road appeared heavy during the evening rush hour on the third day of the second phase of Large-Scale Social Restrictions (PSBB), Wednesday (September 16, 2020). Motor vehicle restrictions via the odd-even license plate scheme on various roads in the capital were officially lifted during the second phase of PSBB. Systemic Impact According to Djoko, providing incentives for electric buses has a systemic impact because a single vehicle can serve thousands of passengers daily. Consequently, state subsidies benefit not only operators but also the public across various income groups. Electric buses also have the potential to reduce traffic congestion. A single high-capacity bus is said to be capable of replacing approximately 40 to 60 motorcycles on the road. Beyond reducing the number of vehicles, a shift by the public from motorcycles to public transport can also impact traffic safety. Djoko notes that motorcycles account for approximately 75 percent of accidents in Indonesia. &#8220;State or regional budget subsidies for electric buses can benefit thousands of people per unit every day,&#8221; said Djoko. From an environmental perspective, the use of electric buses is considered more efficient because a single vehicle serves many passengers. Reducing private vehicles on the road can simultaneously help curb emissions and urban air pollution. The urgency of government support is further highlighted by the limited reach of public transport operating under the &#8220;Buy The Service&#8221; (BTS) scheme. Currently, only about 8.3 percent\u2014or 46 out of 552\u2014local governments have developed public transport systems using this scheme. Its coverage extends to just 13 of the 38 provinces, encompassing 19 of the 98 cities and 16 of the 416 regencies. The &#8220;Teman Bus&#8221; program, managed by the Ministry of Transportation via the BTS scheme, previously received state budget support. However, the budget has steadily declined after peaking in 2023. The BTS budget stood at IDR 51.83 billion in 2020, then rose to IDR 312.25 billion in 2021. It reached IDR 552.91 billion in 2022 and IDR 582.98 billion in 2023. Subsequently, the budget dropped to IDR 437.89 billion in 2024, IDR 177.49 billion in 2025, and a mere IDR 82.67 billion in 2026. Djoko believes that the experience of various countries demonstrates that transport electrification is more effective when public transport is prioritized. Therefore, the government needs to redirect a portion of electric vehicle incentives to strengthen electric bus fleets, charging infrastructure, and the operational sustainability of public transport in the regions.
