TKDN EV ditargetkan mencapai 40% pada 2026, kemudian naik menjadi 60% pada 2027-2029 dan 80% pada 2030.<\/p>\n\n\n\n<p>Kenaikan target tersebut dinilai berpotensi memberikan nilai tambah yang besar bagi industri otomotif nasional. Namun, manfaatnya akan bergantung pada sejauh mana peningkatan TKDN mampu mendorong pendalaman struktur industri, bukan hanya meningkatkan aktivitas perakitan kendaraan di dalam negeri.<\/p>\n\n\n\n<p>Ahli otomotif dari Institut Teknologi Bandung (ITB) Yannes Martinus Pasaribu mengatakan, potensi pengembangan industri EV di Indonesia masih sangat besar. Namun, pola ekspansi produsen kendaraan listrik ke depan diperkirakan akan bergeser dari impor kendaraan utuh atau completely built up (CBU) menuju perakitan, produksi lokal, hingga pembangunan rantai pasok di dalam negeri.<\/p>\n\n\n\n<p>\"Fase berikutnya akan lebih banyak dipertandingkan melalui investasi dan lokalisasi daripada sekadar impor,\" kata Yannes kepada Kontan, Rabu (9\/9\/2026).<\/p>\n\n\n\n<p>Menurutnya, kapasitas produksi kendaraan listrik yang besar di China serta hambatan perdagangan di sejumlah pasar Barat membuat kawasan ASEAN tetap menjadi tujuan ekspansi yang menarik bagi produsen asal China.<\/p>\n\n\n\n<p>Indonesia memiliki keunggulan karena mempunyai pasar domestik yang besar sekaligus basis mineral dan industri baterai. Di sisi lain, regulasi TKDN serta kewajiban produksi setelah fasilitas impor CBU turut mendorong produsen untuk meningkatkan lokalisasi produksinya di Indonesia.<\/p>\n\n\n\n<p>Dampak dari ekspansi tersebut mulai terlihat dari pertumbuhan penjualan battery electric vehicle (BEV) dalam beberapa tahun terakhir. Ke depan, pertumbuhan pasar EV akan semakin ditentukan oleh ketersediaan model kendaraan yang sesuai dengan kebutuhan konsumen, termasuk MPV keluarga dan SUV dengan harga kompetitif.<\/p>\n\n\n\n<p>Selain itu, faktor produksi lokal, pembiayaan yang terjangkau, ketersediaan stasiun pengisian kendaraan listrik umum (SPKLU), serta kualitas layanan purnajual juga menjadi penentu.\n\nYannes menilai, peningkatan TKDN dapat memberikan manfaat lebih besar apabila diikuti dengan pembangunan rantai pasok domestik. Pasalnya, lokalisasi yang hanya berhenti pada proses perakitan berpotensi membatasi nilai tambah yang diperoleh Indonesia.<\/p>\n\n\n\n<p>\"Kalau lokalisasi berhenti pada perakitan sementara komponen bernilai tinggi, engineering, dan teknologi tetap berasal dari luar, tidak terjadi peningkatan added value yang signifikan bagi pertumbuhan kemandirian industri di dalam negeri,\" ujarnya.<\/p>\n\n\n\n<p>Menurut dia, masuknya investasi EV tetap membuka peluang bagi Indonesia untuk meningkatkan kapasitas produksi, menciptakan lapangan kerja, serta membangun rantai pemasok baru. Namun, pemerintah perlu memastikan peningkatan TKDN juga menciptakan kemampuan industri domestik dalam memproduksi komponen bernilai tinggi.<\/p>\n\n\n\n<p>Transfer kemampuan engineering dan teknologi serta pengembangan sumber daya manusia (SDM) lokal juga perlu menjadi bagian dari strategi peningkatan TKDN.<\/p>\n\n\n\n<p>\"Insentif perlu semakin dikaitkan dengan investasi jangka panjang, penggunaan pemasok domestik, transfer kemampuan engineering, produksi komponen bernilai tinggi, dan pengembangan SDM lokal,\" kata Yannes.<\/p>\n\n\n\n<p>Di sisi pasar, peningkatan lokalisasi dan persaingan antarprodusen EV juga berpotensi membuat pasar kendaraan listrik semakin kompetitif. Menurut Yannes, tekanan persaingan terutama akan terasa pada segmen entry level hingga menengah.<\/p>\n\n\n\n<p>Namun, ia memperkirakan harga EV di Indonesia tidak akan turun sedalam perang harga yang terjadi di China. Hal ini lantaran harga kendaraan di Indonesia masih dipengaruhi kurs, biaya logistik, pajak, investasi lokal, serta utilisasi pabrik.<\/p>\n\n\n\n<p>Persaingan justru berpotensi bergeser menjadi perang nilai pada kisaran harga Rp150 juta hingga Rp300 juta. Pada rentang tersebut, EV entry level akan bersinggungan langsung dengan kendaraan low cost green car (LCGC), hatchback, maupun low multi purpose vehicle (MPV) bermesin bensin.<\/p>\n\n\n\n<p>Produsen tidak harus selalu memangkas harga untuk memenangkan persaingan. Strategi dapat dilakukan melalui peningkatan kapasitas baterai, fitur, garansi, skema pembiayaan, hingga fasilitas pengisian daya.<\/p>\n\n\n\n<p>Yannes menambahkan, persaingan EV juga akan memberikan tekanan kepada merek yang selama ini menguasai segmen kendaraan entry level berbahan bakar bensin maupun hybrid.<\/p>\n\n\n\n<p>Produsen tersebut perlu mempercepat pengembangan EV sekaligus mempertahankan keunggulan jaringan penjualan dan layanan purnajual.\n\n\"Kompetisi EV China bukan hanya memperbesar pasar EV Indonesia, tetapi sekaligus memperdalam industri otomotif nasional,\" pungkasnya.<\/p>","protected":false},"excerpt":{"rendered":"<p>Source: Kontan.co.id | September 9, 2026 The government has mandated a phased increase in the Domestic Component Level (TKDN) for electric vehicles (EVs) as part of the national EV industry development roadmap. According to Yannes, China&#8217;s massive EV production capacity, combined with trade barriers in several Western markets, makes the ASEAN region an attractive expansion destination for Chinese manufacturers. Indonesia holds a strategic advantage due to its large domestic market and its established base for minerals and battery manufacturing. Furthermore, TKDN regulations and mandates requiring local production following CBU import phases are compelling manufacturers to increase the localization of their production in Indonesia. The impact of this expansion is already evident in the sales growth of battery electric vehicles (BEVs) over the past few years. Looking ahead, EV market growth will be increasingly driven by the availability of vehicle models that meet consumer needs\u2014such as family MPVs and SUVs\u2014at competitive price points. Additionally, factors such as local production, affordable financing, the availability of public EV charging stations (SPKLU), and the quality of after-sales service will play crucial roles in shaping the market. Yannes believes that increasing the Domestic Component Level (TKDN) could yield greater benefits if accompanied by the development of a domestic supply chain. This is because localization that stops at the assembly stage risks limiting the value added captured by Indonesia. &#8220;If localization is limited to assembly while high-value components, engineering, and technology continue to originate from abroad, there is no significant increase in value added to foster domestic industrial self-reliance,&#8221; he said. According to him, the influx of EV investment offers Indonesia opportunities to boost production capacity, create jobs, and establish new supply chains. However, the government must ensure that increasing the Domestic Component Level (TKDN) also fosters domestic industrial capabilities to manufacture high-value components. The transfer of engineering and technological capabilities, alongside local human resource development, must also be integral to the strategy for increasing domestic content. &#8220;Incentives need to be increasingly linked to long-term investment, the use of domestic suppliers, the transfer of engineering capabilities, the production of high-value components, and local human resource development,&#8221; said Yannes. On the market front, increased localization and competition among EV manufacturers could make the electric vehicle market more competitive. Yannes noted that competitive pressure would be felt most acutely in the entry-level to mid-range segments. However, he predicts that EV prices in Indonesia will not drop as drastically as they did during the price wars in China. This is because vehicle prices in Indonesia are still influenced by exchange rates, logistics costs, taxes, local investment, and factory utilization rates. Competition is more likely to shift toward a &#8220;value war&#8221; within the IDR 150 million to IDR 300 million price range. In this bracket, entry-level EVs will go head-to-head with gasoline-powered Low-Cost Green Cars (LCGCs), hatchbacks, and low-end Multi-Purpose Vehicles (MPVs). Manufacturers do not necessarily have to slash prices to win the competitive battle. Strategies can instead focus on enhancing battery capacity, features, warranties, financing schemes, and charging infrastructure. Yannes added that EV competition would also put pressure on brands that have traditionally dominated the entry-level gasoline and hybrid vehicle segments.
