Namun, derasnya produk impor berharga murah dinilai masih menjadi tantangan utama yang menghambat produsen domestik dalam memaksimalkan pasokan untuk berbagai proyek strategis tersebut.<\/p>\n\n\n\n<p>Direktur Eksekutif Indonesian Iron and Steel Industry Association (IISIA) Harry Warganegara mengatakan, dari sisi kapasitas produksi, industri baja nasional sebenarnya telah memiliki kemampuan yang memadai untuk memenuhi sebagian besar kebutuhan pembangunan infrastruktur hilirisasi migas dan tambang.<\/p>\n\n\n\n<p>Menurutnya, produsen dalam negeri telah mampu memasok berbagai produk baja, mulai dari plate, pipa baja, baja konstruksi, baja lembaran, hingga berbagai produk fabrikasi sesuai spesifikasi proyek.<\/p>\n\n\n\n<p>\u201cIndustri baja nasional saat ini memiliki kapasitas produksi yang cukup besar dan terus berkembang untuk mendukung berbagai proyek strategis nasional, termasuk pembangunan infrastruktur hilirisasi sektor migas dan pertambangan,\u201d kata Harry kepada Kontan, Kamis (2\/7\/2026).<\/p>\n\n\n\n<p>Meski demikian, ia mengungkapkan tingkat utilisasi industri baja nasional masih belum optimal. Penyebab utamanya adalah tingginya tekanan produk impor yang menggerus pangsa pasar produsen domestik.<\/p>\n\n\n\n<p>Efek Banjir Baja Impor<\/p>\n\n\n\n<p>Harry menjelaskan, kapasitas produksi yang tersedia masih memiliki ruang untuk memenuhi peningkatan kebutuhan baja hingga 2030. Namun, peluang tersebut hanya dapat dimanfaatkan apabila iklim usaha mendukung dan pasar domestik tidak terus dibanjiri produk impor dengan harga yang tidak wajar.<\/p>\n\n\n\n<p>\u201cTantangan utama saat ini bukan semata pada kapasitas produksi, melainkan optimalisasi industri dan terciptanya iklim usaha yang sehat serta memiliki daya saing,\u201d ujarnya.<\/p>\n\n\n\n<p>Menurut Harry, banjirnya baja impor, termasuk yang masuk melalui praktik perdagangan tidak adil, menyebabkan utilisasi industri nasional tetap rendah. Akibatnya, investasi baru maupun ekspansi kapasitas menjadi sulit berkembang secara optimal.<\/p>\n\n\n\n<p>Selain tekanan impor, industri baja juga menghadapi tantangan dari sisi biaya produksi. Tingginya harga energi, biaya logistik, dan pembiayaan dinilai masih menekan daya saing produk baja nasional dibandingkan produk impor.\n\nDi sisi lain, Indonesia juga masih bergantung pada impor untuk sejumlah bahan baku strategis, seperti iron ore dengan kualitas tertentu, scrap, ferroalloy, dan berbagai material pendukung lainnya.<\/p>\n\n\n\n<p>Harry menilai tantangan tersebut perlu diatasi melalui kebijakan yang lebih terintegrasi. Menurutnya, pemerintah perlu menyelaraskan kebijakan di sektor perdagangan, perindustrian, investasi, hingga pengadaan barang dan jasa agar penggunaan produk baja nasional semakin diutamakan, terutama dalam proyek-proyek strategis.<\/p>\n\n\n\n<p>Di tengah tantangan tersebut, Harry menegaskan industri baja nasional sebenarnya telah mampu memproduksi sebagian besar kebutuhan proyek hilirisasi migas. Produk seperti billet, slab, hot rolled coil (HRC), cold rolled coil (CRC), baja tulangan, wire rod, baja profil, plate, hingga pipa baja telah diproduksi di dalam negeri sesuai standar yang dibutuhkan.<\/p>\n\n\n\n<p>Namun, masih terdapat sejumlah produk baja khusus yang belum dapat diproduksi secara ekonomis di Indonesia. Produk tersebut antara lain baja dengan spesifikasi sangat tinggi untuk aplikasi berteknologi tinggi, baja tahan korosi tertentu, baja tahan temperatur ekstrem, seamless pipe dengan diameter dan grade tertentu, stainless steel khusus, electrical steel, hingga beberapa jenis alloy steel.<\/p>\n\n\n\n<p>\u201cProduk-produk tersebut umumnya masih diimpor karena keterbatasan skala permintaan domestik, investasi teknologi yang tinggi, maupun belum terciptanya keekonomian produksi,\u201d katanya.<\/p>\n\n\n\n<p>Hiilirisasi Bisa Jadi Momentum<\/p>\n\n\n\n<p>Untuk memperkuat peran industri baja nasional dalam proyek hilirisasi, IISIA juga terus memfasilitasi kerja sama antara produsen baja dengan pengguna akhir, seperti Pertamina, PGN, perusahaan pertambangan, kontraktor EPC, serta berbagai kementerian dan lembaga.<\/p>\n\n\n\n<p>Melalui forum diskusi, business matching, hingga penyusunan standar, asosiasi berupaya menjembatani kebutuhan pengguna dengan kemampuan produsen nasional. IISIA juga mengidentifikasi spesifikasi produk yang dibutuhkan industri agar dapat menjadi acuan bagi anggotanya dalam mengembangkan kapasitas produksi maupun investasi pada produk baja bernilai tambah.\n\nHarry berharap percepatan pembangunan infrastruktur strategis dapat menjadi momentum untuk memperkuat industri baja nasional. However, the influx of low-priced imported products remains a major challenge hindering domestic producers from maximizing supply for these various strategic projects. Harry Warganegara, Executive Director of the Indonesian Iron and Steel Industry Association (IISIA), stated that in terms of production capacity, the national steel industry actually possesses sufficient capability to meet the majority of infrastructure development needs for oil, gas, and mining downstreaming. According to him, domestic producers are capable of supplying a wide range of steel products\u2014from plates, steel pipes, construction steel, and sheet steel to various fabricated products\u2014tailored to specific project specifications. &#8220;The national steel industry currently possesses substantial and growing production capacity to support various national strategic projects, including infrastructure development for downstreaming in the oil, gas, and mining sectors,&#8221; Harry told Kontan on Thursday (July 2, 2026). Nevertheless, he noted that the national steel industry&#8217;s utilization rate remains suboptimal. The primary cause is the intense pressure from imported products, which erodes the market share of domestic producers. The Impact of the Steel Import Flood Harry explained that existing production capacity has room to meet the rising demand for steel through 2030. However, this opportunity can only be seized if the business climate is supportive and the domestic market is not continuously flooded with unfairly priced imports. &#8220;The main challenge today lies not merely in production capacity, but in optimizing the industry and fostering a healthy, competitive business climate,&#8221; he said. According to Harry, the flood of imported steel\u2014including products entering through unfair trade practices\u2014keeps national industry utilization low. Consequently, new investments and capacity expansions struggle to develop optimally. In addition to import pressures, the steel industry faces challenges regarding production costs. High energy prices, logistics costs, and financing expenses continue to weigh on the competitiveness of national steel products compared to imports. On the other hand, Indonesia also remains dependent on imports for a number of strategic raw materials, such as specific grades of iron ore, scrap, ferroalloys, and various other supporting materials. Harry believes this challenge requires a more integrated policy approach. He suggests that the government needs to align policies across the trade, industry, investment, and goods and services procurement sectors to prioritize the use of domestic steel products, particularly in strategic projects. Amidst these challenges, Harry emphasizes that the national steel industry is actually capable of meeting most of the requirements for oil and gas downstreaming projects. Domestically produced items meeting the necessary standards include billets, slabs, hot-rolled coils (HRC), cold-rolled coils (CRC), rebar, wire rods, structural steel profiles, plates, and steel pipes. However, there remain certain specialized steel products that cannot yet be produced economically in Indonesia. These include ultra-high-specification steel for high-tech applications, specific corrosion-resistant and extreme-temperature-resistant steels, seamless pipes of specific diameters and grades, specialty stainless steel, electrical steel, and various alloy steels. &#8220;These products are generally still imported due to limited domestic demand scale, high technology investment costs, or the lack of economic viability for local production,&#8221; he stated. Downstreaming as a Momentum-Builder To strengthen the national steel industry&#8217;s role in downstreaming projects, IISIA continues to facilitate collaboration between steel producers and end-users\u2014such as Pertamina, PGN, mining companies, EPC contractors, and various government ministries and agencies. Through discussion forums, business matching events, and standards development, the association strives to bridge the gap between user requirements and the capabilities of national producers. IISIA also identifies product specifications needed by the industry, serving as a reference for its members to develop production capacity and invest in value-added steel products. Harry hopes that the acceleration of strategic infrastructure development will serve as a catalyst to strengthen the national steel industry.
