Kementerian Energi dan Sumber Daya Mineral (ESDM) menyiapkan berbagai strategi agar rencana pembangunan Pembangkit Listrik Tenaga Surya (PLTS) berkapasitas 100 Giga Watt (GW) tidak membebani kebutuhan lahan. Salah satu upaya yang ditempuh yakni memanfaatkan bendungan, lahan bekas tambang, hingga atap bangunan sebagai lokasi pembangunan PLTS.<\/p>\n\n\n\n
Direktur Jenderal Energi Baru, Terbarukan, dan Konservasi Energi (EBTKE) Kementerian ESDM Eniya Listiani Dewi membeberkan pemerintah saat ini tengah mengidentifikasi berbagai lokasi potensial untuk mendukung target pembangunan PLTS skala besar tersebut.<\/p>\n\n\n\n
\"Nah, konsep energi baru terbarukan ini menjangkau semuanya. Kalau kita bicara 100 Giga Watt, ini kayak membangun pembangkit yang selama ini sudah ada, kita itu kapasitas pembangkitnya sekarang kan 107 Giga Watt. Ini digelontorkan lagi 100 giga seperti membangun sesuatu yang besar sekali,\" kata Eniya dalam acara Energy Forum CNBC Indonesia, Jakarta dikutip Senin (29\/6\/2026).<\/p>\n\n\n\n
Adapun, guna mengurangi kebutuhan lahan baru, Kementerian ESDM bakal menggandeng Kementerian Pekerjaan Umum (PU) dalam memanfaatkan bendungan dan permukaan waduk sebagai lokasi pembangunan PLTS terapung.<\/p>\n\n\n\n
Selain itu, pihaknya juga membuka peluang pemanfaatan lahan pascatambang, serta pemasangan PLTS di atap gedung, kawasan industri, gudang (warehouse), dan bangunan komersial. \"Nah, ini upaya untuk peningkatan energi baru terbarukan cukup masif dan kita ingin mendorong investasi untuk masuk ke Indonesia tentunya. Dibutuhkan sekitar 1.600 triliunan untuk membangun energi baru terbarukan yang kita rencanakan sampai dengan 10 tahun ke depan,\" kata dia.<\/p>\n\n\n\n
Sebelumnya, Wakil Menteri ESDM Yuliot Tanjung mengungkapkan ketersediaan lahan menjadi salah satu faktor krusial dalam percepatan realisasi program PLTS 100 GW. Sehingga, pihaknya telah berkoordinasi dengan Kementerian ATR\/BPN untuk mengidentifikasi lokasi yang dapat digunakan. \"Jadi ketersediaan lahan berdasarkan identifikasi yang kita lakukan bersama antara kementerian SDM dengan kementerian ATR BPN di Pulau Jawa sudah tersedia sekitar 24.000 hektare,\" kata Yuliot di Kementerian ESDM, dikutip Jumat (5\/6\/2026).<\/p>\n\n\n\n
Ia menilai, lahan tersebut akan diverifikasi lebih lanjut bersama ATR\/BPN dan PT PLN (Persero) untuk memastikan kesiapan infrastruktur pendukung, termasuk jaringan transmisi dan gardu induk yang akan menghubungkan pembangkit dengan sistem kelistrikan nasional.<\/p>\n\n\n\n
Menurut Yuliot, pemerintah juga tengah menyiapkan landasan regulasi guna mempercepat implementasi proyek PLTS 100 GW. Setidaknya pihaknya sedang merampungkan rancangan Peraturan Presiden (Perpres) yang secara khusus mengatur percepatan pembangunan pembangkit surya tersebut.<\/p>\n\n\n\n

One of the measures being pursued involves utilizing sites such as dams, former mining areas, and building rooftops for solar power plant construction. Eniya Listiani Dewi, Director General of New, Renewable Energy and Energy Conservation (EBTKE) at the Ministry of ESDM, revealed that the government is currently identifying various potential locations to support this large-scale solar power development target. “This new and renewable energy concept encompasses everything. When we speak of 100 Gigawatts, it is akin to building a power generation system on par with what already exists; our current generation capacity is 107 Gigawatts. Adding another 100 Gigawatts is like building something truly massive,” said Eniya during the CNBC Indonesia Energy Forum in Jakarta, as cited on Monday (June 29, 2026). To minimize the need for new land, the Ministry of ESDM plans to collaborate with the Ministry of Public Works (PU) to utilize dams and reservoir surfaces as sites for floating solar power plants. Previously, Deputy Minister of Energy and Mineral Resources (ESDM) Yuliot Tanjung identified land availability as a crucial factor in accelerating the realization of the 100 GW solar power plant (PLTS) program. Consequently, his ministry has coordinated with the Ministry of Agrarian Affairs and Spatial Planning\/National Land Agency (ATR\/BPN) to identify suitable locations. “Based on the joint identification conducted by the Ministry of ESDM and the Ministry of ATR\/BPN, approximately 24,000 hectares of land are available on Java Island,” Yuliot stated at the Ministry of ESDM, as reported on Friday (June 5, 2026). He noted that the land would undergo further verification in collaboration with ATR\/BPN and PT PLN (Persero) to ensure the readiness of supporting infrastructure\u2014such as transmission lines and substations\u2014required to connect the power plants to the national electricity grid. According to Yuliot, the government is also preparing the regulatory framework to accelerate the implementation of the 100 GW solar power project. Specifically, the ministry is finalizing a draft Presidential Regulation (Perpres) dedicated to expediting the construction of these solar power plants. “The Ministry of ESDM is currently finalizing the draft Presidential Regulation to accelerate the development of the 100 GW solar power capacity.
