Di Indonesia, narasi ini diterjemahkan secara masif melalui percepatan adopsi kendaraan listrik.<\/p>\n\n\n\n<p>Tutut Indriaty, Project Assistant ITDP Indonesia mempertanyakan, di balik angka penurunan emisi yang ambisius, apakah transisi ini sudah memastikan keadilan bagi seluruh kelompok masyarakat?<\/p>\n\n\n\n<p>\"Transisi energi di sektor transportasi saat ini menjadi salah satu fokus utama dalam upaya menekan krisis iklim dunia. Sayangnya, arah kebijakan dan alokasi sumber daya masih menunjukkan bias terhadap elektrifikasi kendaraan pribadi,\" katanya dikutip dari keterangan resmi, Senin (29\/6\/2026).<\/p>\n\n\n\n<p>Anggaran Transportasi Publik Minim<\/p>\n\n\n\n<p>Tutut menyayangkan, pendanaan untuk kendaraan pribadi pada tahun 2023 lebih besar empat kali lipat dibandingkan investasi untuk transportasi publik berbasis jalan dan rel.<\/p>\n\n\n\n<p>Bahkan, pengembangan kawasan dan infrastruktur berorientasi transportasi (transport-oriented urban development & infrastructure) hanya memperoleh 0,26 persen dari total pembiayaan transportasi secara keseluruhan.<\/p>\n\n\n\n<p>Kondisi ini terlihat nyata dalam alokasi anggaran domestik.<\/p>\n\n\n\n<p>Dalam beberapa tahun terakhir, pemerintah memberikan subsidi pembelian motor listrik sebesar Rp7 juta, subsidi konversi sebesar Rp10 juta, serta insentif 10 persen PPN DTP (Pajak Pertambahan Nilai Ditanggung Pemerintah) untuk mobil listrik hingga Desember 2025.<\/p>\n\n\n\n<p>\"Sementara itu, dukungan terhadap transportasi publik seperti program Teman Bus di berbagai kota, termasuk Bali, Yogyakarta, dan Sulawesi Selatan, masih bergantung pada ketidakpastian perpanjangan kontrak dan ketersediaan anggaran sehingga keberlanjutannya tidak selalu terjamin,\" katanya.<\/p>\n\n\n\n<p>Kebijakan Pemerintah Kontraditif dengan Kondisi Masyarakat<\/p>\n\n\n\n<p>\"Logika kebijakan ini menjadi kontradiktif. Di satu sisi, pemerintah ingin mengurangi emisi, namun di sisi lain, layanan yang paling efektif memindahkan orang secara massal justru dipangkas,\" kata Tutut.<\/p>\n\n\n\n<p>Kendati pada tahun 2025 terdapat insentif 5 persen PPN DTP untuk bus listrik, angkanya belum mampu menutup celah harga awal (upfront cost) dan infrastruktur pengisian daya yang mencapai dua kali lipat harga bus diesel.<\/p>\n\n\n\n<p>Menurut Tutut, kini yang paling penting bukan soal apa kendaraannya, melainkan apakah masyarakat bisa sampai ke tujuan dengan mudah dan terjangkau?\n\nFokus pada teknologi mesin kendaraan terkadang mengabaikan kebutuhan nyata masyarakat, utamanya kelompok rentan seperti penyandang disabilitas, lansia, dan warga di pinggiran kota. \"Bagi mereka, isu utamanya bukanlah emisi mesin, melainkan trotoar yang tidak aksesibel serta ketiadaan rute angkutan yang menjangkau permukiman mereka,\" katanya.<\/p>","protected":false},"excerpt":{"rendered":"<p>Source: Kompas.com | June 29, 2026 The energy transition in the transport sector is often marketed as a quick fix for the climate crisis. Tutut Indriaty, a Project Assistant at ITDP Indonesia, questions whether this transition\u2014despite its ambitious emissions-reduction targets\u2014truly ensures equity for all segments of society. &#8220;The energy transition in the transport sector is currently a key focus in efforts to curb the global climate crisis. Unfortunately, policy direction and resource allocation remain biased toward the electrification of private vehicles,&#8221; she said, as cited in an official statement on Monday (June 29, 2026). Meager Public Transport Budget Tutut expressed concern that funding for private vehicles in 2023 was four times higher than investments in road- and rail-based public transport. Furthermore, the development of transport-oriented urban areas and infrastructure received only 0.26 percent of total transport funding. This situation is clearly reflected in domestic budget allocations. In recent years, the government has provided a IDR 7 million subsidy for electric motorcycle purchases, a IDR 10 million subsidy for conversions, and a 10 percent VAT-borne-by-the-government (PPN DTP) incentive for electric cars valid until December 2025. &#8220;Meanwhile, support for public transportation\u2014such as the *Teman Bus* program in various cities including Bali, Yogyakarta, and South Sulawesi\u2014remains subject to the uncertainty of contract renewals and budget availability, meaning its sustainability is not always guaranteed,&#8221; she said. Government Policy Contradicts Public Reality &#8220;The logic behind this policy is contradictory. On one hand, the government aims to reduce emissions, yet on the other, the very services most effective at moving people en masse are being cut back,&#8221; said Tutut. Although a 5 percent VAT-borne-by-the-government incentive for electric buses is set for 2025, the amount is insufficient to bridge the gap regarding upfront costs and charging infrastructure, which can reach double the price of diesel buses. According to Tutut, the most important issue now is not the type of vehicle, but rather whether the public can reach their destinations easily and affordably.
