{"id":7084,"date":"2025-10-22T11:23:56","date_gmt":"2025-10-22T04:23:56","guid":{"rendered":"https:\/\/bakrie-brothers.com\/?p=7084"},"modified":"2025-10-22T11:23:56","modified_gmt":"2025-10-22T04:23:56","slug":"facing-the-onslaught-of-imported-steel-the-association-requests-this-from-the-government","status":"publish","type":"post","link":"https:\/\/bakrie-brothers.com\/id\/announcements\/facing-the-onslaught-of-imported-steel-the-association-requests-this-from-the-government\/","title":{"rendered":"Hadapi Serbuan Baja Impor, Asosiasi Minta Ini ke Pemerintah"},"content":{"rendered":"<p>Sumber : Kompas.com | 21 Oktober 2025<\/p>\n\n\n\n<p>Industri baja nasional tengah menghadapi tekanan akibat kebijakan bea masuk nol persen untuk produk konstruksi baja jadi asal China dan Vietnam.<\/p>\n\n\n\n<p>Indonesian Society of Steel Construction (ISSC) menilai kebijakan ini membuat usaha fabrikator lokal terpuruk dan mengancam keberlangsungan industri strategis baja nasional.<\/p>\n\n\n\n<p>\"Peringatan ISSC ini menegaskan kebijakan bea masuk nol persen untuk produk konstruksi besi impor bukan hanya persoalan ekonomi, tetapi sudah menyentuh aspek ketahanan dan kedaulatan industri nasional,\" Ketua Umum ISSC Budi Harta Winata dalam keterangannya di Jakarta, Selasa (21\/10\/2025).<\/p>\n\n\n\n<p>ISSC meminta pemerintah mengambil lima langkah konkret untuk melindungi industri baja nasional.<\/p>\n\n\n\n<p>Pertama, tidak memberikan izin PBG (IMB) kepada konstruksi bangunan yang dibangun menggunakan konstruksi baja impor, karena bahan baku tidak memiliki SNI dan TKDN.<\/p>\n\n\n\n<p>Kedua, tidak memberikan label SNI untuk produk yang dihasilkan atau diproduksi oleh pabrik yang menggunakan konstruksi baja impor.<\/p>\n\n\n\n<p>Ketiga, menghentikan pemeberian izin investasi asing baru untuk produk konstruksi baja dan rantai pasoknya. Keempat, menghentikan pemberian penerbitan surat persetujuan impor konstruksi baja.<\/p>\n\n\n\n<p>Kelima, perketat pengawasan kontruksi baja impor HS Code 9406.XX dan 7308.XX oleh Direktorat Jenderal Bea dan Cukai.<\/p>\n\n\n\n<p>Menurut Budi, akar masalahnya adalah ketidakseimbangan struktural dalam perdagangan internasional akibat bea masuk nol persen yang menciptakan persaingan tidak adil.<\/p>\n\n\n\n<p>Budi mengatakan pemberlakuan bea masuk nol persen untuk produk konstruksi baja jadi seperti rangka atap baja dan struktur konstruksi baja lainnya menciptakan distorsi pasar yang parah sehingga tukang las dalam negeri kehilangan pekerjaan.<\/p>\n\n\n\n<p>\"Ini seperti menyuruh petinju lokal bertarung tanpa sarung tangan melawan petinju dunia yang lengkap. Harga produk impor jadi ini 20-40 persen lebih murah karena desainnya yang tipis, sedangkan fabrikator dalam negeri harus mengikuti standar desain gempa yang diatur SNI,\" ucap dia.<\/p>\n\n\n\n<p>Fabrikator lokal, kata Budi, kini berada di ujung tanduk karena pasar produk jadi dikuasai baja impor murah. Banyak bengkel las dan pabrik fabrikasi skala kecil maupun menengah yang mengurangi produksi, bahkan terpaksa gulung tikar.<\/p>\n\n\n\n<p>\"Jika fabrikator lokal mati, siapa yang akan membeli bahan baku dari perusahaan lokal? Kebijakan yang seharusnya mendukung industri, justru secara tidak langsung melukai perusahaan lokal yang seharusnya dilindungi,\" sambung Budi Harta Winata.<\/p>\n\n\n\n<p>ISSC mendorong langkah-langkah solutif berupa revisi kebijakan bea masuk, menerapkan bea masuk anti-dumping dan safeguard secara tegas terhadap produk yang terbukti melakukan praktik perdagangan tidak sehat, penguatan TKDN, dan dukungan untuk perusahaan baja lokal.<\/p>\n\n\n\n<p>Budi mendorong pemerintah konsisten menerapkan aturan TKDN dan memberikan dukungan strategis kepada perusahaan baja lokal agar semakin efisien dan kompetitif. <\/p>\n\n\n\n<p>\"Kami meminta kebijakan yang adil, bukan proteksi berlebihan. The Indonesian Society of Steel Construction (ISSC) believes this policy is hurting local fabricators and threatening the sustainability of the national strategic steel industry. &#8220;This ISSC warning confirms that the zero percent import duty policy on imported steel construction products is not just an economic issue, but also affects the resilience and sovereignty of the national industry,&#8221; ISSC Chairman Budi Harta Winata said in a statement in Jakarta on Tuesday (October 21, 2025). The ISSC is urging the government to take five concrete steps to protect the national steel industry. First, refuse to issue Building Construction Permits (IMB) for buildings constructed using imported steel construction, as the raw materials do not meet SNI and TKDN standards. Second, refuse to issue SNI labels for products produced or manufactured by factories using imported steel construction. Third, stop issuing new foreign investment permits for steel construction products and their supply chains. Fourth, stop issuing steel construction import approval letters. Fifth, tighten supervision of imported steel construction with HS Code 9406.XX and 7308.XX by the Directorate General of Customs and Excise. According to Budi, the root of the problem is a structural imbalance in international trade caused by zero percent import duties, which create unfair competition. Budi said the imposition of zero percent import duties on finished steel construction products, such as steel roof trusses and other steel structures, creates severe market distortions, causing domestic welders to lose their jobs. &#8220;This is like asking a local boxer to fight without gloves against a fully equipped world-class boxer. The price of imported finished products is 20-40 percent cheaper due to their thin design, while domestic fabricators must comply with the Indonesian National Standard (SNI) earthquake design standards,&#8221; he said. Local fabricators, Budi said, are now in a precarious position because the finished product market is dominated by cheap imported steel. Many welding workshops and small- and medium-scale fabrication plants are reducing production and even being forced to close down. &#8220;If local fabricators die, who will buy raw materials from local companies? Policies that should support industry actually indirectly harm the local companies they should protect,&#8221; continued Budi Harta Winata. The ISSC is pushing for solutions in the form of revising import duty policies, implementing strict anti-dumping and safeguard duties on products proven to engage in unfair trade practices, strengthening local content (TKDN), and supporting local steel companies. Budi urged the government to consistently implement TKDN regulations and provide strategic support to local steel companies to become more efficient and competitive. &#8220;We demand fair policies, not excessive protection.
