Asosiasi Penyelenggara Telekomunikasi Seluruh Indonesia (ATSI) buka suara soal pernyataan Menteri Koordinator Bidang Maritim dan Investasi (Menkomarves) Luhut Binsar Pandjaitan yang mengatakan bahwa kehadiran layanan internet milik Elon Musk di Indonesia, yakni Starlink, membuat menara Base Transceiver Station (BTS) tidak diperlukan lagi.<\/p>\n\n\n\n
Menurut Sekretaris Jenderal ATSI, Marwan O. Baasir, wajar jika keberadaan Starlink akan mempengaruhi dinamika industri telekomunikasi di Indonesia.<\/p>\n\n\n\n
\"Karena itu, pemerintah harus bisa melakukan pengaturan dengan mengedepankan adanya penerapan equal playing field yang sama dengan penyedia layanan telekomunikasi yang sudah ada di dalam negeri,\" ungkap Marwan kepada Kontan, Jumat (7\/6).<\/p>\n\n\n\n
Kemudian, terkait dengan keberadaan menara BTS, kehadiran Starlink justru diharapkan dapat menjadi pendukung di wilayah atau area-area terpencil atau 3T serta di wilayah lainnya yang secara geografis jaringan terestrial sulit membangun.<\/p>\n\n\n\n
\"Sehingga untuk wilayah atau area-area terpencil tersebut bisa memanfaatkan layanan Starlink dan tidak perlu dilakukan pembangunan BTS yang membutuhkan biaya investasi mahal dan juga tantangan geografis untuk membangunnya,\" tambahnya.<\/p>\n\n\n\n
Sementara, untuk di wilayah perkotaan atau non 3T keberadaan menara-menara BTS 2G, 4G, 5G, dan beyond diperlukan untuk menjaga keberlangsungan layanan seluler\/telko yang sudah ada dan mendukung transformasi digital ekonomi nasional termasuk untuk industri 4.0.<\/p>\n\n\n\n
Ia kemudian menjelaskan, equal playing field yang dituntut disediakan pemerintah bisa dilihat dari berbagai sudut pandang.<\/p>\n\n\n\n
\"Yang pertama compliance, kewajiban yang harus dipenuhi oleh Starlink sebagai penyelenggara telekomunikasi seperti kesesuaian dengan pembayaran BHP, regulasi tarif, penanganan illegal konten, maupun kewajiban kerja sama dengan penyelenggara lain dalam regime regulasi telekomunikasi di Indonesia,\" ungkap Marwan.<\/p>\n\n\n\n
Di sisi lain pertimbangannya adalah kemudahan penetrasi cakupan wilayah dilihat dari sudut pandang kemudahan penggelaran jaringan, sehingga antara penyelenggara dapat berkompetisi dengan baik dalam mengirim layanan.<\/p>\n\n\n\n
\"Kemudian, dalam hal coverage, penyelenggara satelit yang mampu menjangkau daerah rural dengan mudah dan cepat, sehingga dapat difokuskan layanannya untuk daerah-daerah tersebut sehingga sifatnya sebagai complementary propose atau ada kriteria khusus dapat ditentukan dengan memprioritaskan kepada penyelenggara Telko Teresterial ketika layanan terestrial (non satelit) masih dapat mencapai area tersebut terutama secara keekonomian masih mendukung,\" ungkapnya.<\/p>\n\n\n\n
Menurut Marwan, hal di atas perlu diperhatikan oleh regulator, untuk dapat menjaga kompetisi antara pemain existing dan pemain yang baru.<\/p>\n\n\n\n
\"Lalu, dalam hal teknologi seluler, struktur perizinan kita, penyelenggara satelit dapat memiliki capability dan lisensi bergerak, sehingga hal ini perlu mendapatkan perhatian lebih,\" ungkapnya.<\/p>\n\n\n\n
