Meski, pandemi Covid-19 belum menunjukkan adanya tanda-tanda akan berakhir.<\/p>\n\n\n\n<p>Presiden Joko Widodo menjelaskan bahwa tatanan kehidupan baru di tengah pandemi virus corona baru merupakan keniscayaan yang harus dijalani. Menurutnya, hidup berdampingan dengan Covid-19, dengan mempertimbangkan data dan fakta perkembangan pandemi, bukan berarti menyerah.<\/p>\n\n\n\n<p>Ia mengajak masyarakat melawan wabah untuk beraktivitas dengan mengedepankan protokol Kesehatan. Dengan begitu, warga dapat dapat kembali berkegiatan secara produktif dan tetap aman.<\/p>\n\n\n\n<p>\u201cKeselamatan masyarakat tetap harus menjadi prioritas. Kebutuhan kita sudah pasti berubah untuk mengatasi risiko wabah ini. Itu keniscayaan, itulah yang oleh banyak orang disebut sebagai new normal,\u201d ujarnya, 18 Mei 2020 lalu.<\/p>\n\n\n\n<p>Salah satu pertimbangan Presiden adalah pernyataan Organisasi Kesehatan Dunia (WHO) yang menilai bahwa virus corona yang berasal dari Wuhan ini tidak akan segera menghilang. Virus yang menyerang saluran pernapasan itu diprediksi akan tetap ada di tengah masyarakat dalam waktu cukup lama.<\/p>\n\n\n\n<p>\u201cArtinya kita harus berdampingan hidup dengan Covid-19. Seperti yang saya sampaikan sebelumnya, berdamai dengan Covid-19. Sekali lagi, yang penting masyarakat produktif, aman, dan nyaman,\u201d ujarnya.<\/p>\n\n\n\n<p>Presiden optimistis jika masyarakat mematuhi protokol kesehatan, seperti menjaga jarak aman, mengenakan masker, dan sering mencuci tangan dengan sabun, maka penularan dapat dicegah.<\/p>\n\n\n\n<p>Kepala Negara juga menekankan pemerintah terus memantau waktu terbaik bagi dimulainya normal baru. Beberapa sektor usaha dengan resiko penularan kecil, namun dampak ekonominya besar dapat menjadi prioritas untuk Kembali beroperasi.<\/p>\n\n\n\n<p>Menteri Koordinator Bidang Perekonomian Airlangga Hartarto mengatakan, protokol dalam menjalankan normal baru sedang diupayakan untuk kembali memutar roda ekonomi. Strategi tersebut, kata Airlangga, akan mencakup kriteria yang menentukan kesiapan masing-masing daerah.<\/p>\n\n\n\n<p>Kriteria yang akan digunakan pemerintah, antara lain adalah reproduction rate untuk melihat perkembangan pandemi virus Corona tipe baru di sejumlah daerah.<\/p>\n\n\n\n<p>Bila daerah mempunyai reproduction rate atau R0 di atas 1 maka daerah tersebut masih di tahap penularan yang tinggi. Sementara bila R0 di bawah 1, itu menandakan kurva penyebaran Covid-19 mulai landai. \u201cBila kurang dari satu sudah bisa dibuka untuk normal baru,\u201d ujarnya.<\/p>\n\n\n\n<p>Kriteria lainnya adalah kesiapan daerah yang dinilai berdasarkan aspek epidemiologi. Kesiapsiagaan pemerintah daerah dan kedisiplinan masyarakat juga menjadi faktor penentu.<\/p>\n\n\n\n<p>Nantinya, pemerintah pusat akan memberikan skor 1-5 yang merepresentasikan kesiapan daerah untuk memasuki fase kehidupan baru. Tahap 1 belum siap, sedangkan tahap 5 sudah siap.<\/p>\n\n\n\n<p>Sejumlah sektor industri juga sedang menyiapkan standar operasional untuk memasuki kehidupan normal baru yang akan dikoordinasikan dengan Satuan Tugas Percepatan Penanganan Covid-19.<\/p>\n\n\n\n<p>Menurut rencana, normal baru sebagai standar baru kegiatan itu juga berlaku di berbagai sektor, misalnya pariwisata, pendidikan, restoran, akomodasi, rumah ibadah, transportasi dan lainnya.<\/p>\n\n\n\n<p>Berdasarkan data hingga pertengahan Juni 2020, hanya 92 kabupaten kota di Indonesia yang belum terdampak Covid-19, sisanya 136 berisiko rendah, 220 sedang dan 66 tinggi.<\/p>\n\n\n\n<p>Anggaran untuk mendukung pelaksanaan kebijakan normal baru, pemerintah menambah anggaran penanganan pandemi Covid-19 hingga Rp 677,2 triliun.<\/p>\n\n\n\n<p>Dari jumlah tersebut ,sebanyak Rp 589,65 triliun ditujukan untuk pelaksanaan program Pemulihan Ekonomi Nasional (PEN). Di antaranya, untuk bantuan perlindungan sosial Rp 203,9 triliun, insentif perpajakan Rp 123,01 triliun, restrukturisasi UMKM dan padat karya Rp 82,2 triliun serta subsidi bunga Rp 35,28 triliun.<\/p>\n\n\n\n<p>Dengan adanya penambahan anggaran, maka defisit anggaran juga diperlebar menjadi 6,34% dari Produk Domestik Bruto (PDB) atau sebesar Rp 1.039,2 triliun.<\/p>\n\n\n\n<p>Pemerintah menyadari program ini perlu dilaksanakan secara beriringan dengan normal baru karena ekonomi Indonesia mengalami tekanan berat dari sisi produksi. Selain itu, pendapatan serta daya beli masyarakat juga terus mengalami penurunan, padahal komponen terbesar pembentuk Produk Domestik Bruto (PDB) adalah konsumsi rumah tangga.<\/p>\n\n\n\n<p>Kondisi ini apabila terjadi secara berlarut-larut dapat menyebabkan terjadinya penurunan kelas masyarakat yang berpotensi melahirkan masalah sosial baru.<\/p>\n\n\n\n<p>Bagaimanapun, pemerintah juga mempunyai keterbatasan. Pendanaan untuk masyarakat atau industri itu hanya cukup untuk sekitar enam bulan.<\/p>\n\n\n\n<p>Dengan kucuran berbagai stimulus, pelaksanaan kegiatan ekonomi nasional di berbagai sektor diharapkan dapat kembali pulih secara bertahap.<\/p>\n\n\n\n<p>Kegiatan yang beriringan dengan normal baru ini juga diharapkan dapat meningkatkan kembali pendapatan pajak yang terjadi melalui transaksi jual beli. Pajak ini penting karena pemerintah tidak mungkin terus mengandalkan pembiayaan dari utang maupun pinjaman untuk menangani dampak Covid-19.<\/p>\n\n\n\n<p>Tim Asistensi Menteri Koordinator Bidang Perekonomian Raden Pardede memastikan kebijakan normal baru akan terjadi hingga vaksin virus corona ditemukan. \u201cMudah-mudahan tahun depan kita sudah mendapatkan vaksin dan tersebar ke seluruh masyarakat Indonesia,\u201d katanya dalam webinar di Jakarta, Selasa (9\/6).<\/p>\n\n\n\n<p>Nantinya, saat vaksin telah ditemukan paling cepat pada 2021, ekonom senior ini memperkirakan ekonomi Indonesia baru bisa pulih sebagian. \u201cIni mungkin butuh waktu setengah hingga satu tahun lagi, tahun 2022 hingga 2023 baru dia kembali ke pra Covid-19,\u201d ujarnya, dikutip Antara.<\/p>\n\n\n\n<p>Sebelumnya, pertumbuhan ekonomi Indonesia hanya 2,97% pada triwulan I 2020. Padahal, kasus pertama Covid-19 di Indonesia baru diumumkan pada 2 Maret 2020. The president is optimistic that if people comply with health protocols, such as maintaining a safe distance, wearing masks, and frequently washing hands with soap, then transmission can be prevented. Some business sectors with a small risk of transmission, but with a large economic impact, can be a priority for returning to operations. Coordinating Minister for the Economy, Airlangga Hartarto, said that the protocol for running the new normal was being made to get back the wheels of the economy. The strategy, said Airlangga, would include criteria that determine the readiness of each region. The criteria that the government will use, among others, is the reproduction rate to see the development of a new type of Corona virus pandemic in a number of areas. If an area has a reproduction rate or R0 above 1, then the area is still in a high transmission stage. Meanwhile, if R0 is below 1, it indicates that the spread curve of Covid-19 is starting to slope. &#8220;If there is less than one, it can be opened for a new normal,&#8221; he said. Another criterion is regional readiness which is assessed based on epidemiological aspects. Local government preparedness and community discipline are also determining factors. Later, the central government will give a score of 1-5 which represents the readiness of the region to enter a new phase of life. Stage 1 is not ready, while stage 5 is ready. A number of industrial sectors are also preparing operational standards to enter a new normal life which will be coordinated with the Task Force for the Acceleration of Handling Covid-19. According to the plan, the new normal as a new standard of activity will also apply in various sectors, such as tourism, education, restaurants, accommodation, houses of worship, transportation and others. Based on data until mid-June 2020, only 92 urban districts in Indonesia have not been affected by Covid-19, the remaining 136 are low risk, 220 medium and 66 high. The budget to support the implementation of new normal policies, the government has increased the budget for handling the Covid-19 pandemic to Rp. 677.2 trillion. Of this amount, Rp. 589.65 trillion was intended for the implementation of the National Economic Recovery (PEN) program. This condition, if it occurs protracted, can lead to a decline in the class of society which has the potential to create new social problems. However, the government also has limitations. Funding for the community or industry is only sufficient for about six months. With the disbursement of various stimuli, the implementation of national economic activities in various sectors is expected to recover gradually. Activities that are in line with the new normal are also expected to increase the return of tax revenues that occur through buying and selling transactions. This tax is important because it is impossible for the government to continue to rely on financing from debt or loans to deal with the impact of Covid-19. The Assistance Team for the Coordinating Minister for Economic Affairs Raden Pardede confirmed that a new normal policy will occur until the corona virus vaccine is found. &#8220;Hopefully next year we will get the vaccine and it will spread to all Indonesian people,&#8221; he said in a webinar in Jakarta, Tuesday (9\/6).
